WHAT:
A debate competition in which Bay Area high school students will address whether or not "The United States Federal Government should establish a foreign policy significantly limiting the use of weapons of mass destruction." The topic has taken on new meaning for students since the events of Sept. 11.

The competition is sponsored by the Bay Area Urban Debate Program, a non-profit organization housed at the University of California, Berkeley's political science department.

The local program is made up of public school students from economically disadvantaged high schools in the West Contra Costa County, Hayward, Oakland, Emeryville and San Francisco school districts.

WHEN:
9:30 a.m. until 4:30 p.m., Saturday (Dec. 1), followed by an awards presentation.

WHERE:
Debates will take place in various rooms in Dwinelle Hall. The awards presentation will be held in the Valley Life Sciences Building, Room 2050.

BACKGROUND:
The Bay Area Urban Debate Program was established in 1999 by Michael Clough, a UC Berkeley research fellow and former national debate champion, to bring competitive debate programs to economically disadvantaged high schools. The program is modeled after several other urban debate leagues around the country. Many of these students have competed successfully against students from more advantaged high schools with long-established debate teams. The debate season for the Bay Area Urban Debate program began in mid-October and will end in late April with state finals.
