WHAT:
An address by Ruben Barrales, deputy assistant to President Bush and director of the White House's Office of Intergovernmental Affairs. Barrales is responsible for maintaining a close working partnership between the White House and the nation's governors, legislators and local officials. He has served on the President's National Energy Policy Development Group and is involved in a variety of issues, including homeland security.

Friday, Nov. 8. The 2-3 p.m. lecture will be followed by a reception, which ends at 4.

BACKGROUND:
Barrales is the first person to deliver the Institute of Governmental Studies' new Victor Jones Memorial Lecture on Metropolitan Governance. This occasional lecture series has been established to pay tribute to Victor Jones, a UC Berkeley emeritus professor of political science and a pioneer in the academic study of metropolitan government. Jones died last year at age 92.

Born in Redwood City, Barrales served on the San Mateo County Board of Supervisors and was president and CEO of Joint Venture: Silicon Valley Network, a regional civic organization of Silicon Valley business executives, government officials and education leaders.

The lecture and reception, which are free and open to the public, are sponsored by the institute and the campus's Political Science Department.
