WHAT
"Proposition 13 at 30: The Political, Economic and Fiscal Impacts," a daylong conference marking the 30th anniversary of the ballot measure. The event is sponsored by the University of California, Berkeley's Institute of Governmental Studies.
Approved by voters in 1978, Prop. 13 is a state constitutional amendment that imposed a 1 percent cap on the local property tax rate for Californians. During the conference, three panels will discuss its impacts, and on Friday morning, a Field Poll representative will discuss new public opinion polling data revealing Californians' current views about spending and taxes.
The conference is co-sponsored by the University of California, San Diego, sociology department, the James Irvine Foundation and Stanford University Press. Additional information is online at the IGS Web page.
