The bill, which ends 60 years of automatic entitlements, imposes time limits on benefits and requires every adult on welfare to work. Aroner, who voted against the bill, will discuss how broad partnerships must be created to assist counties and local communities in dealing with the increased burden and explore how barriers to unemployment can be broken.
