Peltason Explains How University Is Responding to Proposition 187

University President Jack W. Peltason said the University will begin to develop regulations to implement Proposition 187 although no action will be taken until there is judicial clarification.

Gov. Pete Wilson issued an executive order last week asking all segments of higher education to begin developing the regulations needed to implement the proposition.

The initiative approved by voters last week is being challenged in court and a San Francisco Superior Court judge has issued a temporary restraining order prohibiting the University and its counterparts, California State University and California Community Colleges, from implementing the provisions of the act pending a hearing. The hearing is scheduled for Feb. 8, 1995.

Peltason said he is pleased that the courts will provide an orderly process to reconcile possible legal conflicts among provisions of Proposition 187, federal laws, and the United States Constitution.
