Proposed Personnel Policies Cut Tiers to Two From the Personnel Office

In mid-October the campus received proposed policies from the Office of the President, based on the Human Resource Management Initiative process that has been underway for more than a year.

The proposed policies combine the Executive, Management and Professional, Administrative and Professional, and Staff Personnel Programs into a single personnel program with two categories: Managers/Senior Professionals and Professionals/Support Staff.

Employees currently in A&PS and SPP would be in the Professionals/Support Staff category. The HRMI proposals do not affect exclusively represented employees.

Two policy areas on which employees may want to comment are vacation accruals and complaint resolution procedures. In this proposal, staff members already employed at UC will accrue vacation at the same rates they do now unless they have a break in service or are promoted into the Managers/Senior Professionals category.

New employees in the Managers/Senior Professionals group would accrue vacation at the rate now applicable to MAP members, and new employees in the Professionals/Support Staff category would accrue vacation at the current SPP rate.

Complaint resolution procedures have been divided into two sets of procedures, one for Professionals/Support Staff and another for Managers/Senior Professionals.

The current proposal includes only the proposed personnel policies. Changes in compensation programs will be made incrementally, with full comment periods as each new program is proposed, according to the Office of the President. During the previous comment periods, employees and campus management recommended that compensation programs be addressed only after effective performance management systems are in place.

Review and Comment

All affected Berkeley campus employees have received a letter summarizing the changes, along with a question-and-answer pamphlet prepared by the Office of the President. Two forums for affected employees will take place this month:

* Nov. 9, 3:30 - 4:30 p.m., 2 Le Conte

* Nov. 15, 1:30 - 2:30 p.m., 2060 Valley Life Sciences.

These will be question-and-answer sessions, rather than presentations of the material in the HRMI packet.
