CED's Rubin Named To High HUD Post Will Head Office of University Partnerships Posted May 5, 1999 Housing and Urban Development Secretary Andrew Cuomo recently announced the appointment of Adjunct Professor Victor Rubin as director of HUD's Office of University Partnerships. He begins his one-year appointment May 17. An Oakland native, Rubin formerly directed Research and Community Programs for the University-Oakland Metropolitan Forum, a partnership based at the Berkeley campus since 1991. He is also on the faculty of the Department of City and Regional Planning. In its press statement, the federal agency said of Rubin: "His vision and hands-on experience will help shape the policies that will enable HUD to partner most effectively with colleges and universities into the next century." HUD's Office of University Partnerships was established in 1994 to encourage and expand efforts by colleges and universities to make a positive impact in their communities. Rubin is the fourth academic tapped by HUD to serve as director. Like the others, he has been hired under a federal program allowing professionals from higher education to work for the government for a year, with the federal agency reimbursing the appointee's home institution.
