Helping Russians Develop Ombuds Offices posted May. 6, 1998 Ella Wheaton, director of Berkeley’s Ombuds Office, and her staff spent last Friday afternoon explaining the whats, whys, and hows of Berkeley ombuds work to Oleg Ultsiferov, ombuds-designate for Moscow State University for International Relations (MSUIR). Ultsiferov’s visit is the result of an agreement between the United Nations Development Program and MSUIR, to establish a pilot project for the first university ombudsman in the Russian Federation. “Dr. Ultsiferov is visiting American universities to gain information he can take back to help form an ombuds office at Moscow State University,” Wheaton said. “We shared with him some of the issues that come to this office, how we handle them, the protocol, processes and procedures. It was really a great visit! I think we were able to give him some concepts that he found helpful, and we also learned a lot in the process.” Ultsiferov came to campus with U.N. Department Regional Director Alexander Avanessov, and Anatoly Torkunov, rector of Moscow State University for International Relations. Following lunch in the Faculty Club, Avanessov and Torkunov met with faculty from the Center for Slavic and East European Studies, and International and Area Studies to discuss collaborative possibilities in the fields of democracy, governance, and participation, while Ultsiferov and Wheaton discussed the fine art of being a campus ombudsman. Berkeley’s ombuds office is one of four Ultsiferov is visiting. The other four are at UCSanta Cruz, UCLA and Cal Tech. [ Back to top ]
